So while it's clunky, it does seem to work between a 3.8.x and 3.9.x. However, shutting down the Dropbox client and starting it again did seem to allow the LAN Sync checkbox to be enabled, and once this was done, and once it stuck (defined by checking it, closing preferences, going back in and finding it still checked) it worked, and it has stayed checked.
The biggest was that the LAN Sync checkbox was unchecked upon initial installation, and refused to stay checked. There may have been other machines with different subsets of the files (via shared folders) coming and going on the network throughout the process, but at least one machine stayed online and available the entire time. LAN Sync worked as the transfer speed on individual workstations greatly exceeded the data being transferred over the network as measured by the router. The new machines got the then-current 3.9.x (forum beta release), again with bandwidth limits removed. It has bandwidth limits removed, the the LAN Sync dropbox checked.
